The purpose of the reduced tariff for imported goods is to establish a good economic relation with other nation in hope that they reciprocated and created similar tariff reduction for united states' products. Wilson did this after observing that american products were in a really high demand after the world war I.

The Revenue act that was passed in year 1913 and which is also known as Underwood-Simmons Tariff Act did reestablishing work of the federal income tax in United States and this act reduced tariff rates. This act was signed into law by President Woodrow Wilson. Before this act was passed, President Wilson and other members of the Democratic Party were long looking up the issue related to high tariffs and they thought that these high tariffs were as equal as unfair taxes on the customers and during his election campaign also, President Wilson did said that removing these taxes will be the first priority of his government. Following the ratification of sixteenth amendment in year 1913, The leaders of the democratic party made a passage for the bill which will automatically bring the tariff rates down and This bill was represented in the house of representatives but Senate passed this bill only after there was extensive lobbying done by Wilson Administration and finally it became the law in 1913. This act lowered the tariff rates on imports from 40% to 26% and almost 3% of the population of United States was affected by this tax.
