One of your jobs as the employer is to make sure that the environment your employees work in is safe and secure. Meaning that your employees are not going to get injured while doing their job. Usually if the employer gives their employees a raise it's because they've earned it.

Not only is it just barbaric to have people working in such conditions, you have the risk of losing workers. Take corona as an example. Teachers all over the US were either quitting, wanting to quit, or going on strike because the working conditions were not safe for them.
