It is equal in the senate- each state has 2 senators

             The house of representative however is based on population size, this means that things would be equal in the senate but states with larger populations would have a bigger voice in the house of representatives

however, at that time, the state's differences in the population are not as great as they are today so the states with fewer populations had a greater voice in congress.
