It meant anyone whose father or grandfather has been eligible to vote before January 1, 1867
was guaranteed the right to vote.
If your grandfather was born a slave then you could not vote.
If your grandfather was an immigrant to US, then you could not vote.
If you could prove that you were a father or grandfather then you could vote.
