Need help is for government class

1st constitution talked about freedom of speech, people were allowed to express their thoughts about federalism and what were their advantages and disadvantages. Fed no 10 weren't very happy about the economy and they wanted to find out a way to solve economic issues and globalization

determine methods of cutting and removing timber with minimum waste and environmental damage.  

supervise activities of other forestry workers.
