Depends whether you mean leadership characteristics or government but if you mean government, we used to use a system of monarchy where there was one leader that decided everything while the people of the country had no say in the matter. Over time that has changed to a republic and government system. The republic is where people choose what they want but they have elected representatives for them and most of the power lays inside of the people now since they get to decide their leader. In turn the leader makes all the hard decisions that the common people have no care for.
