There are certain number of reasons that can be linked as to why humans did not move out of Africa for many years. These are

* Discrimination... This prevented the Africans from moving away from Africa, because they were being seen at the time as inferior to the whites and thus treated as slaves.

* Strong Economy There was a time in the past that the economy of some African countries were better off or on par with the European and American countries, therefore, people see no reason of living their continent.

And the major thing that caused people leaving the shore of Africa to other continents is corruption.

This is because, when corruption is seen and felt across Africa, the economy collapsed, employment rate reduced and poverty was everywhere, so people developed the habit of living the shore for greener pasture.

i think it would be reparing roads  

the cost of college has risen faster than inflation for many years.

the high price of student services and administration are two reasons for the rapid increase in cost.
