This is still somewhat going on today, but a prime example would be the Cold War, this war was considered to be a "deadly arms race" because each side was "racing" to develop better nuclear weaponry first, because in theory the country who holds the best weapons is going to be intimidating enough that no other country would mess with them. the US and Soviets were two global powers that were based on different political views (democracy and communism) and so the one with better weapons would be able to spread their views worldwide because the opposing force would be too scared to intervene. It was considered "Deadly" because in the art of nuclear warfare, nobody wins, both sides no matter who strikes first, will be extremely devestated.
