What should the US have recognized in the buildup of WW2 having already survived WW1?

I believe they should have recognized strange behavior in their opponent maybe they leak some plans  or are just acting strange toward people and start stocking up on supplies and getting heavy artillery or guns and ammo most likely

the causes of the dust bowls were severe droughts,   lands became dry and hard, temperature was higher than usual, hot and dry conditions killed crops, high winds. because of those factors, the winds kicked up dry soil and created clouds of dust.
