Adam Smith can be seen as a founder of modern capitalism. He believed that the role of government is to create a strong mechanisms that would enable any type of corruption, monopoly or similar things.

Smith believed that the wealth was not divided as it should be, so he had nothing against intervention of the government, regarding the distribution of the wealth. He had nothing against taxes, but still he truly believed that taxation system should not be progressive.
