Andrew Mellon was the Treasury Secretary during Republican Harding's presidency and he believed that “the Government is just a business, and can and should be run on business principles.”  President Harding's administration lowered the tax rate and developed the first formal budgeting process for the federal government. This required the president submit a budget for approval from Congress each year.
