The first Reconstruction policies were implemented after the proclamation of Emancipation, on January 1, 1863, when the Confederate States passed one after the other under the control of the Union army. Lincoln's orientation was aimed at rapidly ensuring the re-establishment of the unity of the country, by favoring an amnesty policy which was to allow the elites of the South to be quickly involved again in the management of the country.
