People, generally speaking, are free (if they live in a Free Country such as the US). And being the case, they can use their money in whatever way they see fit. They can spend it, or not. They might invest it, lend it and so on. That's the so called economic freedom of an individual. It might work differently for companies and organizations, though. It is certainly different for the government.
