What is the connection between the civil service and education in china?

there are two answers to this if you look at it in a positive and negative outtake.

china is the third worlds' biggest educational country to actually go to war with another nation. this is a positive outtake because when the education in  china became too low, people had to step up there game.

the negative outlook is that people did not want change in the Chinese educational programs, this caused an uproar and people trashed many towns and including threatened to kill the ambassador

the answer is b.2008 and 2012 were presidential election years.
