“federalism”, a system of government in which power is spread amongst levels of government, e. g. national and state. with many states often operating without enough money to fulfill all of their responsibilities, the national government will step in and offer the state a grant of money to “.” one example- the national government often provides money to states to assist in the cost of highway repair. this money comes with strings attached, however, and at times the national government will take that money away if a state does not comply with certain demands. this is called “carrot and stick.” discuss your thoughts on this method. should the national government be able to control the states in this manner?
