Characteristics of Sumer  The Sumerian civilization created cuneiform writing that is one of the oldest forms of written expression Ur and Uruk are the most important cities of Mesopotamia that are related to the flowering of the Sumerian civilization. The Sumerians developed the sexagesimal numbering system (a number system based on 60).
