All laws start as bills. A bill is a law that has not yet been enacted. Committees in both the House of Representatives and the Senate consider the different types of bills they would like to pass into law. Once a bill has been approved by the committee chairperson it then goes into a vote and the entire committee decides whether or not to send it to the entire body of the Texas legislature. If the bill makes it to the floor both the House of Representatives and the Senate must approve the bill by a majority vote. Once this occurs, the bill is sent to the governor to be signed into law. However, the governor has the ability to veto the bill. If the governor refuses to sign the bill, it will be sent back to the legislature. The legislature still has a chance to make the bill a law if they can get a two-thirds majority in both the House of Representatives and the Senate. That would override the governor’s veto and make the bill into a law.
