During world war 1why were the germans u able to finish the war in the western front

Explanation: they didn't have the resources to and they just lost a somewhat large amount of forces in the previous battle against the soviet  union  

the main reason that the constitution did not proclaim all men to be free and equal is because of the issue of slavery.
