What action does the executive branch take as part of the government spending process(apex)

The Executive Branch of the Federal Government defines the areas in which it will spend the country's funds through the Executive Budget Process. This process consists of 3 phases:

The Executive elaborates a budget proposal.The proposal is submitted to Congress for its revision and subsequent approval. if rejected, the Executive must elaborate a new draft according to the observations made by Congress with the expectation to have it approved.After approval, the President executes the approved budgetary legislation.
