After the World War II was ended Germany was left in the mercy of the nations that defeated it, USSR, USA, UK, and France.The main division of Germany came between the allies and the USSR, and that border was set where the two armies met. So USSR got all of the eastern part of Germany, implemented socialism and was heavily in control of this part of Germany up until the fall of the Berlin Wall. USA got the southern part of Germany, UK got the northern part of Germany, and France got the smallest parts, one in the far west of Germany and one in the southwest of Germany. Despite the territory being divided of what was latter known as Western Germany the politics were mostly the same, and there were not official borders between these parts, so they were able to develop quickly and become a strong nation.

the award is named for an american naval historian and theorist, rear admiral alfred thayer mahan, united states navy who, through his writing, provided stimulus and guidance to those who share in the defense of the nation.
