Why did it take so long to get to many of the hurricane victims

because in many cases, hurricanes affect hundreds of thousands if not millions of people, and the amount of people working on relief efforts is so small compared to that. Unfortunately, people sometimes have to wait months for help. A good example of that would be Hurricane Katrina  

Well because some people would be under things and they aren't able to get out and some of them are stuck in places that are tight
