The framers did not include an executive or federal court system because many of them shared the same fears that so many other Americans had: that too big of a central government will wreak havoc on liberties in the same way the British government did.  Because of this, they played it safe, gave minimal power to the federal government, and excluded an executive branch and federal court system. 10.
