In the 1920's, Europe was very agitated with the Russian revolution and the World War I. After the end of the war, and with the success of the October Revolution, reflections of the european turmoil started to appear in America.

Bolshevism and anarchism were on the rise, and this, added with real and imaginated events, such as strikes, riots, and lots of propaganda from both sides, shaped the first "Red Scare", the first widespread public campaign against labor and left wing movements.

Public Attorney A. Mitchell Palmer, with young law graduate J. Edgar Hoover, were under pressure from the Senate to take actions. This resulted in illegal search and seizures, unwarranted arrests and wiretaps, and the deportation of several hundred suspected radicals and anarchists. In addition, the growing anti-immigration nativism movement among Americans viewed increasing immigration from Southern Europe and Eastern Europe as a threat to American political and social stability.
