In his work, Rousseau argues that men are born free, but they are always in chains when they live in society. Theay are "in chains" because they are controlled by their passions and self-interests. He argues that a way in which humans can liberate themselves from this control is by entering into a social contract.

By having a contract with other citizens, people have to think not only about their own self-interest, but about what is best for the community. He calls this the general will.
