Senator Lyman Trumbull proposed the first Civil Rights Law, which stated that African Americans were to be granted equal rights as citizens in all aspects. The Radical Republicans also passed the Reconstruction Amendments, which were directed at ending slavery and providing full citizenship to freedmen.

However, Reconstruction failed by most other measures: Radical Republican legislation ultimately failed to protect former slaves from white persecution and failed to engender fundamental changes to the social fabric of the South. ...
