If the government under the articles of confederation was so ineffective, why were there no changes made to improve it?

First, because the Colonies were afraid of forming a strong central government, because of this, under the Articles of Confederation a weak central government was created and most powers were handed to the states. This developed a problem, to pass any legislation the Articles demanded a majority of 2/3, but to pass amendments to the Articles it was needed a unanimous vote, this made it impossible to change and make improvements to it and because of it the Constitution was created.
