The transfer of power from federal to state governments was called New Federalism.

New Federalism was a policy implemented in 1969 by Richard Nixon. Nixon felt that the federal government was too large in scope. In other words, he felt that the federal government could be reduced in terms of what they oversaw and regulated. To do this, Nixon implemented policies that gave state government more power over the funding they received from the federal government.
