Before the civil war, one of the sectional differences that existed between the north and the south was disagreement over tariffs. why had congress enacted protective tariffs, such as the ones passed in 1828 and 1832?

The protective tariffs, such as the ones passed in 1828 and 1832 were enacted by the congress to american factories.. the north factories were protected against the low priced imported goods. 

The second , larger puritan colony of massachusetts bay was conceived as a "city upon a hill". but it also struggled with internal turmoil like the salem witch trials and external conflicts like king philip's (metacom's) war.
