Why is voter apathy a problem in the united states

Voter apathy is the alleged apathy among voters in an election that is regularly cited as one of the reasons for a low turnout. Since, according to some sociologists, a low turnout affects the legitimacy of the elected government and even the entire political system - especially in the case of participatory democracy - voter apathy is often seen as undesirable.  In the United States, voting apathy has been mentioned since 1960 as one of the causes of a falling turnout during elections.
