The correct answer is: The date that frozen preparation-needed foods are to be consumed.

If a food can be frozen its life can be extended beyond the 'use by' date thereby 'use by' dates are insignificant on frozen foods. The label does not need to contain a use by date. Only fresh foods need use by dates as they expire quicker.
