Why is the first step in responding to life-threatening situations to assess the situation?

At first the person should assess the situation before responding to a life-threatening situation. The person should diagnose the disease or calamity and should act according to that.  

If he is unable to help the patient out he should immediately call to emergency agency. It is being taught in first aid, to completely diagnose the situation before acting to it.

For example, if it is a cut he will act differently when compared to the situation when a person is burnt. There should be first aid box available with a person.
