Drain causes the water to leak at the rate Qout in m/s. The leak rate depends on the water level h. The transfer function from h to dout is G1(s). The difference between the 'input flow rate' din and the 'leak rate' qout is the 'net flow rate' Inet. The ‘water level h is just the integration of the 'net flow rate' Anet : h = anet dt, where A = 2 m? is area of the tank.
