How do secular muslim states and theocracies differ?

More secular Muslim states differ from theocracies in the way they articulate their state structure, how they govern, and who is included within the state system. A state like Turkey which is a Muslim majority nation has a long history of secularism and a country that does not seek to govern with preference to Muslims in comparison to non-Muslims nor does it seek to construct a system of governance necessarily based on the principles of Islam. However, a theocratic state like Saudi Arabia asserts that its Constitution is the Qur'an and therefore bases its structure on Islam explicitly. The way that these states function and the privileges and rights that are granted by the state differ greatly due to the varying degrees of importance placed on religion.
