Theocracy is different than a democracy because

Theocracy is a form of government which is not only different from democracy but from other forms of government also because there the people are not heard as much but it works on the sayings and teachings of god and on the other hand in the democratic form of government, the people have a lot of say in the working of the government and the leaders who will be in power are also elected by the people.
