Lower air temperature in polar areas causes the air above to remain in a stationary position for longer duration hence increasing the amount of average specific humid content. The polar regions is usually around 80% saturated.  The temperature at the tropics is usually warm and hot and this, causes the air above to be less dense and ore of relative humidity content is seen in the air mass which is carried further away by the winds from the horse latitude to the polar regions.  The mass of air at the tropics gets transferred to the poles with moisture-laden winds brings the poles with heavy moisture deposits. There is some evaporation at the surface of the tropic levels but less of it is at the polar levels hence the escaping air remains in the same place.
