Why is there little plant life in the tundra

The ground is frequently covered with snow until June, and the Sun is always low in the sky. Only plants with shallow root systems grow in the Arctic tundra because the permafrost prevents plants from sending their roots down past the active layer of soil.

all fossil fuels are nonrenewable, so think coal, gasoline, things that we will eventually run out of. all fossil fuels are nonrenewable resources, but not all nonrenewable recourses are fossil fuels. these resources are not being renewed as fast as we are using them. i hope this considering there weren't any answer choices.
