This excerpt illustrates third-person omniscient point of view. This is because first-person is as though you are one of the characters in the story; it uses pronouns like I, me, my, etc. Second-person is when someone in the story is basically telling you to do something or talking to you (you, your, etc.), like instructions for baking something. The only really tricky thing is third-person because there are multiple types.
For example, third-person in general is like you're an outsider looking into the story. It lacks the inclusiveness of first-person and no one is talking to you. You do, however, know the thoughts and feelings in the story... but only of one person. You wouldn't know everybody's thoughts or how they feel, only one main person that you focus on. All the characters are described with pronouns like he, she, it, etc.
But third-person omniscient is different. This is when you know everybody's feelings in the story and do not just follow one person. It's like you're inside the head of everyone there, though this uses the same pronouns as third-person limited POV.
That's why your excerpt is third-person omniscient: you know that Mrs. Sommers is full of pride and excitement about her money, but you also know that the man beside her is curious about her.
