What was a criticism of the usa patriot act when it was first enacted?
it did not do enough to protect citizens through the use of government intelligence gathering.
it went too far in allowing the government to gather intelligence on private conversations of us citizens.
it created too many agencies under one umbrella, which would exacerbate rather than ameliorate the issues identified.
it eliminated the independent authority of the federal bureau of investigation by bringing it under the act's authority.
