Both words have to do with settling something between people. But the things you have to settle are different. to "arbitrate" you are settling a dispute between parties. "reconcile" means to settle or resolve a conflict between a friend, a colleague, or anyone else. The context you would use the word "arbitrate" is if you are in a professional environment and you have to solve a conflict of two political parties for example. But for the word "reconcile" you could use this when talking about reuniting with a friend or someone closer to you.
