Could someone, please, explain the use of causative HAVE in the present perfect and past perfect putting the time when it happened, for example 1- I have had my house painted last week. Is it correct "last week" ?
2- I had had my hair cut at the beginning of this year. Is it correct "at the beginning of this year" ?

If not, how do I put a time in these actions?
