Yes,  In most of the play's of Shakespeare, the central characters of his story are depicted as the one who either are cheated by their loyal people or they themselves make some wrong decision in life due to which despite being powerful they seems to be powerless.

Also, in his stories, the most powerless has the highest aspirations in life and they always dream to achieve the highest position.
