This expanded the powers if police and was designed to prevent terrorism before it happened. Many Americans thought this was extreme and unconstitutional. The Department of Homeland Security was born this combined border patrol, coast guard, secret service and transpiration security administration into one to better communicate to one another. The 9/11 commission reported that is the US had communicated better this could have been prevented.
