It may have been only another "mistake" when our government addressed Huerta in inviting Mexico to send a delegation to the coming Hague conference; still the invitation was sent. The United States charge in Mexico has almost daily conferences with Huerta and is apparently its medium of communication with him. A puzzling situation has arisen of which Huerta will make the most in insisting that the return salute is simply the culmination of a long-continued process of recognition.
