The audience is the US citizens most likely patriotic, and the author is trying to get the audience to believe that joining the war/military is a guaranteed acceptance to a business corp. EX: "Here's his record. Does he get a job?" is saying because he put his life on the line for the country then he should get a job because he is important. This is a stradegy used to try to get more people to join the military and become soldiers. Put the audience as the first paragraph, authors message as second and then kinda blend the two as the content of the painting for the last.
