The idea of controlling humans through biological engineering is an example of context with an extreme form of state control. such a context fits in the genre of science fiction because

it touches upon two basic traits of the literary genre called science fiction, which are: first, that certain technological and futuristic advances bring upon society certain consequences that need to be resolved or elaborated; and secondly, that these technologies can be sequestered by certain figures in order to enslave or control the people in general (this is the case, especially, with dystopian sci-fi settings), these are, indeed, some of the consequences that need to be worked out.
