She does not want to fall in love with anyone. Romeo is describing her in general terms. She (at this point, according to him) is incapable of being influence by Cupid's arrows. She is well armed in chastity. She will not be swayed by "the lies of love." 

He is also saying that she will not be influenced by the arrow (the message) delivered by that childish bow (meaning Cupid's bow). He thinks she is immune to the "silliness" of love.

A is wrong. The question of marriage has not come up. The question of returning love is what is being discussed.

B is also wrong. In this speech, Romeo says nothing about whether she does or does not love him. 

D is also wrong. She has Diana's wit. Diana is the goddess of the hunt and virginal. She was also the goddess of fertility. Women were especially drawn to this attribute. If she has wit, she's not too young to be in love.
