He rages on the people who in spite of reducing poverty has given their share in increasing it. He adds that the reason for poverty in Ireland is because of such greedy people.  He asks his people to come forward and make themselves and the country free from the web of poverty.

Swift’s purpose in listing other ways to solve the issue of poverty is to show that real reform is possible with reasonable sacrifice.

Swift admonished the people to rise up to the occasion by coming forward to challenge the status quo and free themselves from people who only care for themselves.

He wants the people to be conscious of the actions and inactions of the authorities and also want the authorities to carefully go through his proposals and reflect on what their greedy attitude has cost the country.

Jonathan swift also states that the people remained in abject poverty because the greedy people prefer to dress in wealth instead of helping others to be self-sufficient.
