What the article meant was, Men have hard time expressing them selves, they feel it makes them less manly, a feminine. Unlike girls they expect that from us. They feel that when it comes to emotions that's for girls that's why in the text it says "Young boys learn to let women make a decision is to let her "  Wear the pants in the family". Meaning let her be the man of the household.
