Administrators are reluctant to suspend even the worst offenders because of the effect those absences have on financial support from the state.

For example, if a student acts kind to others and is considerate and has many diffrent good traits, then people would like them for their kindness and good deeds. Another example is if a student is mean and selfish towards other people and have bad traits, then they will be avoided and isolated in loneliness, because nobody wants to be near them, in fear that they will be bullied.
