The judge has a fair round belly = when you become 35+ years old, you start worrying about how you look and what you eat; you become mature and stop worrying about what other people say to you. In this stage of life we generally tend to increase our weight and we become a little fat.

with good capon line = with experience in life you have now gained success in life.

full of wise saws and modern instances = when he got older and gained experience, he told the younger people not to make the same mistakes he had done in the past.
